Topic: Fitting compass to bulkhead

Can anyone tell me the correct procedure for cutting fixing holes for instruments and compass in a bulkhead with as double skin (a 67 JR). Does this need to be drilled and filled before cutting?

I use a holesaw,boring from both sides and touch it with sandpaper.
